Consequent on the announcement contained

in your despatch 1.0.224 of 13 July, of the impending

retirement of ..r. A.W.Brevin......, I have the honour

to submit the names of local candidates for your

consideration.

r.Lrving had acted as Registrar General for

short periods, curing the absence on vacation leave

..rewin, from July--Leptember 1905: August-

-October 1906: and must--October 1910. Mr. Irving

was inspector of schools during each of these periods

and the most convenient arrangement was for him to

combino ..r. rewin's work with his own. From April

1906 to April 1909 r.Irving actod as Registrar Jeneral

during the absence on long leave of Lr.Brewill. HO WAS

appointed under the circumstances set out in his

memorial to Lord Crewe which was forwarded in my despatch

ko.146 of 26 April 1910. During the latter period

occurred the boycott of Japanese merchandise by the

Chinese
